Project ONE Rang-ay is a provincial initiative of the Provincial Government of Ilocos Sur, undertaken in partnership with the Department of the Interior and Local Government (DILG) Ilocos Sur, to assess and strengthen the compliance of the province's 34 Local Government Units (LGUs) with Republic Act No. 11032 — the Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018. From its conceptual groundwork in mid-2025 through its culminating awarding ceremony in 2026, the project traces a continuous journey of coordination, capacity-building, rigorous assessment, and public recognition.
Born out of consultative planning amid budgetary constraints, the project's Concept Note and Technical Notes were crafted, finalized, and endorsed by provincial top management — laying a solid institutional foundation.
Through coordination meetings, province-wide launches, and orientation sessions, LGU officials and partner agencies were mobilized and capacitated to actively participate in the Search for the Best EODB Implementer.
A rigorous two-stage validation process — table validation followed by on-site assessment — culminated in the first-ever Provincial EODB Forum and Awarding Ceremony, honoring the province's top-performing LGUs.
Every milestone, activity, and photograph presented in chronological sequence — from the earliest planning discussions to the final awarding ceremony.
Twenty-four (24) LGUs underwent table validation; the Top 10 advanced to on-site assessment, from which the following were recognized.
Project ONE Rang-ay represents a comprehensive, year-long undertaking by the Provincial Government of Ilocos Sur and the Department of the Interior and Local Government (DILG) Ilocos Sur to institutionalize excellence in the implementation of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act No. 11032) among the province's 34 Local Government Units.
What began as a resource-constrained concept in August 2025 — developed without dedicated budget allocation — evolved through structured consultation, provincial endorsement, and multi-agency partnership into a full-scale, province-wide program. The initiative engaged national partner agencies such as the Anti-Red Tape Authority (ARTA), the Department of Information and Communications Technology (DICT), the Department of Trade and Industry (DTI), and the Bangko Sentral ng Pilipinas (BSP), alongside academic institutions including the University of Northern Philippines and the Ilocos Sur Polytechnic State College.
The program's centerpiece — the Search for the Best EODB Implementer — subjected 24 LGUs to a rigorous, two-tiered assessment: table validation of documentary evidence and audio-visual presentations, followed by three days of on-site validation across fourteen municipalities and cities. This culminated in the first-ever Provincial EODB Forum and Awarding Ceremony on May 28, 2026, which recognized Cervantes, Candon City, Bantay, Tagudin, and Banayoyo as the Top Five Awardees, alongside Sinait, San Juan, Magsingal, and Salcedo as Highly Compliant LGUs.
Beyond the awards themselves, Project ONE Rang-ay stands as a testament to the Province of Ilocos Sur's enduring commitment to transparent, efficient, and citizen-centered governance — reducing bureaucratic red tape and promoting digital transformation in public service delivery across all 34 LGUs.
